Our organization has an opening for a full-time, permanent, Asset Manager / Development Engineer within the Planning and Development Department.

Summary of Position:
Reporting to the Director of Planning and Development, this position will act as the engineering liaison and technical expert responsible for the review of land development proposals and inspection of new infrastructure. This position maintains all land and infrastructure databases, including the Town’s Asset Management and Geographic Information systems, for accurate and up to date information.

 

The Asset Manager / Development Engineer also manages the Town’s asset management program and coordinates with other municipal departments to maintain current asset inventories and condition assessments.  This position is responsible to run lifecycle analysis on the Town’s various asset groups and provide recommendations for asset renewal programs and budgets to maintain an optimal level of service.

Duties:
·        Maintain good communication and relationships with Town departments, external stakeholders and the general public.

·        Respond to external inquiries about private infrastructure and drainage concerns. 

·        Perform engineering related functions including planning, designing, drafting, surveying, technical studies, reports, construction supervision, and inspections.

·        Review land development proposals and engineering drawings to ensure adherence to the Town’s Design Standards.

·        Responsible to coordinate site meetings and inspections of new infrastructure, including review and analysis of all test results and as-built drawings to ensure compliance with municipal standards and the approved design.  Oversee change orders and maintain all associated records.  Provide recommendations for the issuance of Construction Completion and Final Acceptance certificates (CCC and FAC), as well as review of engineering estimates and recommendations for security deposits and releases. 

·        Maintain all systems for the management of registered plans, record drawings, maps, aerial photography, LiDAR, and other related land databases, including the Town’s Asset Management and GIS Systems.  Responsible for the accuracy, integrity, and quality of information within those databases including updates as required to reflect new and removed assets/information. 

·        Coordinate the annual collection and processing of infrastructure asset condition assessment data and import into the Town’s Asset Management Database.  Compute current and optimal Level of Service (LOS) for all asset groups and provide recommendations for updates to asset replacement / rehabilitation plans to prioritize expenditures.  Adjust the resulting asset lifecycle and renewal plans as guided by senior management and Council to incorporate into the 20-year Capital and Major Maintenance Plan.  Communicate all adjustments to Plans and Programs back to Operations Managers.

·        Develop and implement GIS and Asset Management policies, plans and procedures and provide training and support to staff across departments on these processes.  

·        Stay abreast of changing regulations, engineering and construction standards, and industry best practices. 

 

Qualifications:
·        Diploma in Civil Engineering with a minimum of a Certified Engineering Technologist (C.E.T.) designation, or a Bachelor’s Degree in a related Engineering field with a minimum E.I.T. designation. Must be a current member in good standing with APEGA or ASET.

·        Minimum 3-5 years of experience with demonstrated technical and applied knowledge in municipal infrastructure design and construction/rehabilitation.

·        Previous experience with municipal infrastructure asset management and multiyear budget work planning is preferred. 

·        Experience with agreements, policies, and bylaws is an asset.

·        Must be familiar with municipal, provincial, and federal legislations, regulations, standards, and guidelines as well as regulating bodies and agencies relevant to this role. 

·        Excellent interpersonal and communication skills.  Must be able to effectively convey technical concepts and recommendations to all audiences.

·        Strong attention to detail, ability to critically analyze information, and solve problems of a complex nature.

·        Proficient with AutoCAD, GIS mapping, and other engineering software/databases. Familiarity with ArcGIS and asset management software would be beneficial.

Compensation
The Town of Whitecourt offers a progressive working environment, a comprehensive benefit plan, and Local Authorities Pension Plan. The salary range for this position is currently $92,520 to $112,564 per year.

Key duties will include:

  • Provide administrative support for the Economic Development Officer, Economic Development Committee, Health Professionals Attraction and Retention Committee, and other Committees that may be established.
  • Responsible for preparing rooms, scheduling meetings, preparing agendas, recording minutes, and preparing correspondence as required.
  • Work with, provide assistance to, and promote local groups and major events.
  • Coordinate projects and initiatives as per the Strategic Plans, under the direction of the Economic Development Officer.
  • Ensure annual Economic Development and Tourism reports / information packages are kept up to date and copies are circulated and available as needed.
  • Conduct research for various projects, prepare reports, and provide analysis of potential economic growth indicators and trends as required.
  • Coordinate marketing strategies to enhance the department through a variety of avenues including, but not limited, to brochures, paid advertising, and newsletter platform.
  • Familiar with social media platforms and trends to develop engaging content for social media posts, campaigns, and promotions.

The successful candidate will work as part of the Town’s Administrative team and will posses the following qualifications: 

  • Excellent secretarial and clerical skills including proficiency in word processing, spreadsheet, and presentation software.
  • Self motivated; well-developed interpersonal and communication skills; well organized, and ability to multi task.
  • Strong writing skills with attention to detail.
  • Experience and/or education relevant to economic development, business administration, marketing, or a closely related field.
  • Market research and/or data collection and analysis experience is an asset.
  • Possession and maintenance of a valid driver’s licence.
  • Proficiency in Adobe InDesign or other design software is an asset.
